This ~30Sec NBTV signal was received at 5660KHz, which is an unexpected frequency. I suspect there is mixing occurring either in the receiver (RTL-SDRs are pretty bad about that), transmitter or ionosphere (unless the transmitter was set to the incorrect frequency).
